• Mandates on-site educational programs including aptitude assessments, personalized tutoring, and instruction in reading comprehension, writing and composition, mathematics, and other subjects to help youth earn high school diplomas or equivalency certificates and prepare for postsecondary education.

• Authorizes the Department to award up to $5,000,000 in grant funding to qualifying organizations and to adopt rules necessary to implement the program.
