Amends the Parking Excise Tax Act by adding a new exemption for seasonal or festival parking that occurs for no more than 30 days within one calendar year.

Defines "seasonal or festival parking" to include events such as the Illinois State Fair at Springfield, the Illinois State Fair at DuQuoin, and other seasonal events or seasonal tourist attractions referenced in the Illinois Promotion Act.

Modifies Section 10-5 (Definitions) to include the new "seasonal or festival parking" definition in the Act.

Modifies Section 10-20 (Exemptions) to add paragraph (5) exempting seasonal or festival parking from the parking excise tax, provided the 30-day limit is met within a calendar year.
