Expands Freedom of Information Act exemptions to protect cybersecurity vulnerabilities, security measures, and response policies from public disclosure if release could expose vulnerabilities or jeopardize the effectiveness of security measures

Requires municipalities with populations of 35,000 or greater and all counties to designate a local official as the primary point of contact for cybersecurity issues and report this information to the Department of Innovation and Technology

Mandates annual cybersecurity training for all county and municipal employees, covering topics including phishing detection, spyware prevention, identity theft prevention, and data breach response

Establishes a cybersecurity liaison program (subject to appropriation) to advise local governments on identifying cyber threats, performing risk assessments, and responding to cyber incidents

Prohibits state agencies from purchasing any products banned by federal agencies due to cybersecurity risks under U.S. Department of Homeland Security Binding Operational Directives
