Amends the Uniform Environmental Covenants Act to expand the definition of "environmental response project" to include activities performed to clean up, remediate, eliminate, investigate, minimize, mitigate, or prevent release or threatened release of contaminants affecting real property to protect public health, welfare, or the environment.

Specifies that environmental response projects include those conducted under federal or State programs governing environmental remediation, including the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), and the Illinois Environmental Protection Act.

Adds that environmental response projects include closure of solid or hazardous waste management units conducted with agency approval.

Includes environmental response projects under State voluntary clean-up programs authorized under the Illinois Environmental Protection Act.

Removes previous language limiting definitions to specific categories of sites (National Priorities List sites, administrative orders, settlement agreements, and Compliance Commitment Agreements).
