Modifies community college tuition residency requirements for military members and veterans: beginning with the 2022-2023 academic year, persons on active duty or entitled to assistance under 38 U.S.C. 3679(c) are deemed in-district residents for tuition purposes.

Removes the phrase "each period of" from the Illinois Veteran Grant program eligibility requirements, clarifying that veterans must receive an honorable discharge after leaving federal active duty service.

Maintains existing Illinois Veteran Grant benefits covering tuition and mandatory fees for up to 4 years of full-time enrollment at State-controlled universities or public community colleges for qualified veterans.

Allows qualified applicants still on active duty who have served at least one year of federal active duty (or less than one year in a foreign country during hostilities) to be eligible for assistance if they can provide documentation of an honorable service record.

Takes effect upon becoming law.
