HB5178 Summary

• Requires mandated reporters to complete training on consequences and results of hotline calls and Department of Children and Family Services (DCFS) investigations, in addition to existing implicit bias training requirements.

• Training section must cover procedural processes after hotline calls, DCFS investigative actions, racial disproportionality data from the last 5 Disproportionality and Disparity reports, trauma caused by family separation, and how investigation records are retained and used.

• Training must be provided in-person or web-based through the Department, licensed entities, or approved organizations, with a free web-based option available.

• Beginning January 1, 2023, all updates to mandated reporter training must be reflected in manuals and guides about reporting duties.

• Mandated reporters must complete initial training within 3 months of engagement and at least every 3 years thereafter (except medical personnel on different schedules).
