Amends the Bees and Apiaries Act to add definitions for "certified applicator," "label," "registered apiary," and "specialty crop registry."

Prohibits certified applicators from applying bee-toxic pesticides to blooming crops between 8:00 a.m. and 6:00 p.m. within one-half mile of a registered apiary.

Requires certified applicators to provide written notice at least 24 hours before applying bee-toxic pesticides to registered apiaries within one-half mile of the application site, and to provide product labels upon request.

Mandates certified applicators maintain an active monthly list of apiaries registered on the specialty crop registry.

Classifies violations of these requirements as use contrary to label directions under the Illinois Pesticide Act, subject to 3-point penalties for administrative action or penalties.
