Department of Natural Resources shall encourage owners of structures to eliminate nonflashing (steady burning) L-810 lights by January 1, 2024, and issue certificates of recognition to those who comply.

Structures constructed on or after March 1, 2022 located within migratory flyways, ecologically sensitive areas, or within one mile of a forest preserve or federal or State park or wildlife area must turn off all non-safety/non-maintenance lights between 12:00am and 7:00am during migratory seasons.

Department of Natural Resources shall determine the dates of migratory seasons and publish those dates at least 6 months in advance on its Internet website.

Department of Natural Resources is granted rulemaking authority to implement the provisions of this act.

"Structure" is defined to include buildings as defined in the Airport Zoning Act and wireless support structures as defined in the Small Wireless Facilities Deployment Act.
