Amends the Illinois Highway Code to allow the Department of Transportation to sell excess land, dedications, easements, and access rights at fair market value (rather than appraised value), with valuations based on qualified appraisals or Department-prepared valuation waivers

Requires Federal Highway Administration approval for property sales when mandated by federal law or regulation, in addition to existing Governor approval requirement

Establishes a priority system for offering excess property: first to the original owner who still owns adjacent land (60 days to accept), then to local municipalities or counties/townships (15-day letter of intent, 45-day formal acceptance, 90-day payment deadline), then to sole adjacent property owners

Allows sales below fair market value when justified in writing by Department staff, considering factors such as Department interests, public benefits like divestment of liabilities, or changed circumstances

Requires written Governor approval for transfers of land and property rights to other highway authorities accepting jurisdiction of highways, with restrictions preventing disposal without Department approval
