Creates the Children and Family Services Oversight Commission within the Department of Children and Family Services to monitor effectiveness of child welfare services and programs.

Commission must submit annual reports to the General Assembly examining: (1) issues impeding service delivery; (2) Department fiscal health and budgetary challenges; and (3) assessment of youth in Department custody with emphasis on identifying and addressing systemic problems.

Commission membership consists of 9 members: one House member each appointed by Speaker and Minority Leader; one Senate member each appointed by President and Minority Leader; and five members representing Illinois Collaboration on Youth, DCFS, Cook County Public Guardian, Foster Care Alumni, and a statewide labor organization.

Commission members receive no compensation and must meet quarterly beginning as soon as practicable after the effective date.

First annual report must be submitted to the General Assembly within one year after all members are selected.
