Illinois resident students ineligible for federal financial aid become eligible for State-funded aid including scholarships, grants, tuition waivers, and other financial assistance.

Removes caps on grant assistance under the Monetary Award Program for eligible Illinois residents, except those mandated by State law.

Requires broad interpretation of eligibility requirements to maximize access to State financial aid for Illinois residents while maintaining academic standing and income-based requirements.

Declares the provision complies with federal law under 8 U.S.C. Section 1621(d).
