Authorizes Secretary of State to issue standard Illinois Identification Cards at no fee to prisoners and detainees released from county jails or County Departments of Corrections upon presentation of birth certificate, social security card, and proof of Illinois residence.

Allows County Departments of Corrections and sheriffs to issue local identification cards to released prisoners or detainees for a $1 fee, with form prescribed in consultation with Secretary of State.

Establishes limited-term 90-day Illinois Identification Cards for released individuals unable to present required documents but with verification completed by corrections or county jail personnel.

Extends existing free identification card programs for individuals released from Department of Corrections and Department of Juvenile Justice to now include those released from county facilities.

Provides that released individuals may present county jail identification card when applying for standard Illinois Identification Card through Secretary of State.
