Establishes the Job Training Assistance and Support Services Pilot Program administered by the Department of Commerce and Economic Opportunity to remove barriers to apprenticeship and work-based learning participation.

Provides eligible individuals with subsidies for transportation, childcare, housing expenses, digital technology, education, mental health services, substance abuse services, income support, and work-related supplies.

Requires participants to be enrolled in registered apprenticeships, pre-apprenticeships, internships, paid work experience, transitional jobs training, on-the-job training, or incumbent worker programs.

Mandates the Department submit a report to the Governor and General Assembly by January 1, 2028, evaluating program effectiveness and recommending whether to renew, expand, or enhance the program.

Automatically repeals on January 1, 2029, unless renewed by legislative action.
