• Replaces the term "committed person" with "custodial detainee" throughout the Health Care Violence Prevention Act to apply to persons in custody of law enforcement agencies, including those incarcerated, under arrest, detained, or under physical control of custodial agencies.

• Requires health care providers that employ health care workers to display notices stating that physical battery (rather than physical assault) will be reported to law enforcement.

• Establishes requirements for custodial agencies when detainees receive medical care at outside facilities, including prior notification to hospitals, comprehensive medical records transfer, trained guards for custody, and restrictions on visitor access.

• Mandates the Illinois Law Enforcement Training Standards Board create a certification curriculum for custodial escort and custody of high-risk detainees, covering handcuffing, transportation defense, threat assessment, weapons retention, and facility considerations.

• Prohibits use of leg irons, shackles, or waist shackles on pregnant female prisoners in labor and requires medical personnel determination before restraints impede medical treatment.
