State Board of Elections shall establish by rule a system for publication and certification of election results to be used by all election authorities.

County clerks shall (rather than may) issue certifications of death records and use electronic reporting systems to cancel registrations of persons who died during the preceding month.

County clerks and boards of election commissioners must confirm every quarter that all deceased voters and voters who changed addresses out of their county or municipality are no longer registered to vote there.

County clerks must update vote totals a minimum of every 24 hours after election day, including totals for uncounted ballots, provisional ballots (counted and uncounted), and outstanding mail ballots.
