Adds new Section 356z.53 to the Illinois Insurance Code requiring group and individual health insurance policies and managed care plans amended, delivered, issued, or renewed on or after January 1, 2024 to cover medically necessary hormone therapy treatment for menopause induced by hysterectomy.

Updates the State Employees Group Insurance Act, Counties Code, Illinois Municipal Code, School Code, Health Maintenance Organization Act, Voluntary Health Services Plans Act, and Illinois Public Aid Code to include coverage for the new hormone therapy requirement and several other specified insurance code sections.

Replaces reference to Section 356z.43 with references to Sections 356z.45, 356z.46, 356z.47, 356z.48, 356z.51, and 356z.53 across multiple state insurance and employee benefit provisions.

Designates enforcement of certain health benefit requirements to the Department of Insurance and Department of Central Management Services for state employee plans.

Conditions any rulemaking authority on compliance with the Illinois Administrative Procedure Act and Joint Committee on Administrative Rules procedures.
