HB5262 - Infrastructure Delivery and Program Transparency Act

• Creates an Infrastructure Implementation Coordinator position within the Illinois Secretary of Transportation's office to administer the Rebuild Illinois Program and manage federal funding from the U.S. Infrastructure Investment and Jobs Act.

• Requires the Office of the Secretary of Transportation to develop a publicly available website displaying project information including infrastructure names, locations, estimated start/completion dates, and actual project costs.

• Mandates tracking and public reporting of comprehensive program metrics including overall budget by service type, individual project budgets, job creation numbers, contract awards to disadvantaged and veteran-owned businesses, and diversity metrics for construction and consultant services.

• Sets specific performance goals: process Notice to Proceed within 30 days of bid opening, disburse construction payments biweekly, and pay consultants within 45 days of service completion.

• Establishes program initiatives to identify and resolve issues, improve coordination with Federal Highway Administration, expedite right-of-way and permit processes, and expand mentor-protege programs for disadvantaged and veteran-owned construction and engineering firms.
