HB5278 - Audiology and Speech-Language Pathology Interstate Compact Act

• Creates an interstate compact allowing audiologists and speech-language pathologists licensed in one member state to practice in other member states under a "compact privilege" without obtaining separate licenses.

• Establishes the Audiology and Speech-Language Pathology Compact Commission to oversee implementation, promulgate rules, maintain licensure databases, and coordinate disciplinary actions across member states.

• Compact takes effect when enacted by 10 states; requires home state licensure, criminal background checks, and sets qualifications for audiologists (master's or doctoral degree) and speech-language pathologists (master's degree with supervised clinical experience).

• Permits telehealth practice across member states and allows active duty military and their spouses to designate a home state for licensure purposes regardless of current location.

• Requires member states to report adverse actions against licensees to the data system; home states retain exclusive authority to discipline their licensed professionals while remote states can restrict or remove compact privileges for violations of their laws.
