HB5281 Summary

• Secretary of State shall issue distinctive registration plates for non-highway vehicles (all-terrain vehicles, golf carts, off-highway motorcycles, and recreational off-highway vehicles) that meet specified safety requirements.

• Non-highway vehicles with registration plates may operate on streets with posted speed limits of 35 mph or less, or county highways with posted speed limits of 55 mph or less, and may cross certain roads at intersections.

• Annual registration fee of $76 per non-highway vehicle, distributed as: $1 to State Police Service Fund, $30 to Road Fund, and $45 to county road fund of vehicle owner's residence.

• Non-highway vehicles operating on roadways must have minimum equipment including brakes, steering apparatus, tires, rearview mirror, reflectorized warning devices, slow moving emblem, headlight, tail lamp, brake lights, and turn signals.

• Operators of non-highway vehicles must have valid driver's license and maintain mandatory motor vehicle insurance coverage while operating on roadways.
