• Expands the definition of "recyclable metal" under Illinois law to include catalytic converters, their contents, aluminum wheels, and steel wheels.

• Prohibits recyclable metal dealers from purchasing catalytic converters or their contents, or aluminum or steel wheels that are not attached to a motor vehicle, unless the seller is a licensed automotive parts recycler or scrap processor.

• Requires sellers to provide written documentation proving ownership or authorization to sell these materials, which recyclable metal dealers must copy and maintain with purchase records.

• Establishes penalties of a Class A misdemeanor with a fine of $1,000 or the value of the unlawfully recycled metal (whichever is greater) for the first offense.

• Increases penalties to a Class 4 felony with a fine of $5,000 or three times the value of the unlawfully recycled metal (whichever is greater) for second or subsequent offenses.
