Eliminates the requirement that disability benefits for police officers be reduced if they earn compensation from other employment, effective from the 92nd General Assembly onward.

Adds new provisions regarding workers' compensation offsets: disability benefits are reduced by workers' compensation payments received from secondary employment, but if workers' compensation exceeds the disability benefit amount, the disability benefit is suspended until accumulated amounts equal the compensation received.

Extends the same workers' compensation offset rules to surviving family members (widow, children, parents) receiving annuities due to a police officer's death from secondary employment injuries.

Modifies service credit calculations to include time during which a police officer receives compensation under the Workers' Compensation Act or Workers' Occupational Diseases Act for disability purposes.

Exempts the state from reimbursing municipalities for costs of implementing the mandates created by this amendment.
