HB5296 Summary

• Prohibits existing customers of an investor-owned water or sewer utility from paying for rate increases needed to finance the utility's acquisition of another water or sewer utility; only customers in the newly acquired district or tariff group pay acquisition-related rate increases.

• Requires capital investments or improvements made by an investor-owned water or sewer utility to be paid for only by customers in the district that received those investments or improvements, not by existing customers.

• Changes the repeal date of Section 9-210.5 (valuation procedures for water and sewer utility acquisitions) from June 1, 2028 to January 1, 2023.
