Reduces annual registration fee for motor vehicles of the first division from $148 to $2, effective beginning the 2021 registration year.

Lowers annual flat weight tax and registration fee for trailers with gross weight of 3,000 pounds or less from $36 to $5.

Maintains existing surcharges of $1 for State Police Vehicle Fund and $2 for Park and Conservation Fund on motor vehicle registrations.

Allocates $1 of collected fees to Secretary of State Special Services Fund and remaining fees to Road Fund for first division vehicles and trailers.
