Requires school boards to allow parents and guardians to petition and provide public comment at all public and regularly scheduled school board meetings.

Mandates posting of all curriculum and learning materials on the school district's internet website, disaggregated by grade level, or providing parents written notice of their right to review materials if no website exists.

Guarantees parents the right to request and review all school district budgetary documents, including revenues and expenditures.

Ensures parents receive information on Illinois Learning Standards, educational opportunities (including gifted programs, special education, English learner services, and career/technical education), violent activity in schools, and student privacy policies.

Requires each parent or guardian to have the right to meet with their child's teacher at least twice per school year and requires school libraries to maintain lists of reading materials available for parent review.
