Amends the Department of Veterans' Affairs Act to expand eligibility for Illinois Veterans Home admission to include National Guard and Reserve Forces members who completed 20 years of satisfactory service and are otherwise eligible for reserve or active duty retirement benefits.

Extends nursing home care eligibility to National Guard and Reserve Forces veterans meeting the 20-year service requirement, previously limited to domiciliary care only.

Requires applicants under this provision to have been Illinois residents for at least one year before applying for admission.

Takes effect immediately upon becoming law.
