Amends the Illinois Public Aid Code to allow licensed substance use disorder residential programs to operate with more than 16 beds per unit and receive Medicaid reimbursement.

Applies to Division of Substance Use Prevention and Recovery programs with ASAM levels 3.5, 3.5D, and 3.7D that have existing capacity and Medicaid certification.

Requires collaboration between the Department of Healthcare and Family Services and Department of Human Services to implement the reimbursement authority.

Addresses the federal Institutions for Mental Disease (IMD) Exclusion rule that limits Medicaid coverage for individuals ages 21-64 in facilities with more than 16 beds.

Cites findings that approximately 247,000 Illinois residents needed substance use treatment but could not access it, and opioid overdose deaths more than doubled since 2013.
