Amends the Illinois Counties Code to prohibit providing group life, health, accident, hospital, and medical insurance benefits to part-time county board members on or after January 1, 2023, unless the same benefits are provided or offered to part-time county employees.

Maintains existing provisions allowing county boards to arrange group insurance for full-time employees, including self-insurance options, with counties able to pay portion or all of premiums.

Requires county self-insurers providing health insurance to include mammography screening coverage for women, including baseline mammograms for ages 35-39, annual mammograms for age 40+, and diagnostic mammograms as medically necessary.

Requires county self-insurers to include mastectomy coverage with reconstruction surgery, prosthetic devices, and treatment for physical complications, with coverage terms determined in consultation with attending physician and patient.

Takes effect immediately upon becoming law.
