Prohibits vehicles owned and operated by the State, local governments, or their subsidiary bodies from displaying nongovernmental license plates.

Requires local government and subsidiary body vehicles to affix a sticker or decal clearly identifying the government unit on the license plate or within 6 inches of the license plate on the vehicle's rear, visible from behind.

Exempts vehicles used in undercover police operations from these requirements.

Takes effect immediately upon becoming law.
