Amends the Illinois Public Aid Code to establish minimum payment rates for Children's Specialty Hospitals participating in Medicaid.

Requires all Illinois and out-of-state cost reporting hospitals designated as Children's Specialty Hospitals by the Department of Healthcare and Family Services as of January 1, 2022 to receive a base per diem rate of at least $2,500 per day for inpatient general acute services and rehabilitation services.

Defines "base rate" as the per diem rate before adding disproportionate share hospital adjustment payments, Medicaid percentage adjustments, or Medicaid High Volume Adjustments.

Takes effect July 1, 2022 for dates of service on and after that date.
