Increases civil penalty for Rivers, Lakes and Streams Act violations from $5,000 to $10,000 for violations not involving potential loss of life or dam/floodway construction over $250,000 that continue past Department-ordered remediation deadlines.

Establishes enhanced penalties of up to 10 times the permit application review fee (not to exceed $50,000) plus up to $1,000 per day for violations involving potential loss of life or dam/floodway construction valued over $250,000 that continue past remediation deadlines.

Clarifies that paying civil penalties does not eliminate the requirement to remediate the violation.

Changes penalty payment from discretionary ("may") to mandatory ("shall") requirement, with penalties deposited into the State Boating Act Fund.

Repeals the Des Plaines and Illinois Rivers Act and takes effect immediately upon enactment.
