• Permits qualified schools to set a maximum scholarship amount that cannot exceed the necessary costs and fees for attendance, with schools required to notify scholarship granting organizations of their costs and maximum amounts.

• Modifies scholarship calculation to consider three factors: the statewide average operational expense per public school student, the necessary costs and fees at the qualified school, or the maximum amount set by the school (whichever is least).

• Takes effect immediately upon becoming law.
