Amends Illinois Public Aid Code to require the Department of Healthcare and Family Services to adopt rules within 60 days of receiving federal approval for any waiver application, or within 60 days of this act's effective date for the Illinois Behavioral Health Transformation Section 1115 demonstration approved May 7, 2018.

Establishes that licensed behavioral health providers, including those operated by counties, municipalities, townships, or local government units, become eligible for Medicaid reimbursement from the Department of Human Services upon completion of the 60-day rulemaking period.

Limits eligibility for services under the demonstration to up to one year of treatment or until self-sufficiency can be demonstrated.

Sets forth legislative findings identifying six main goals of the demonstration: rebalancing toward community-based care, promoting integrated behavioral and physical health delivery, supporting robust behavioral health services, investing in support services like housing and employment, and enabling value-based payments.

Establishes that Illinois spends approximately $32 billion across health and human services agencies (more than 40% of state budget) and that approximately one-quarter of Illinois Medicaid members have behavioral health needs.
