HB5406 - Reduce Recidivism and Grow the Workforce Task Force Act

• Creates a task force within the Department of Financial and Professional Regulation to review whether individuals with prior felony convictions should be uniformly excluded from obtaining professional licenses.

• Task force consists of 16 members: 2 appointed each by the Senate President, House Speaker, Senate Minority Leader, House Minority Leader, and the Department; 2 consumer advocates, 2 academics, and 2 criminal justice reform advocates appointed by the Governor.

• Task force must convene by May 1, 2022, and submit a report with findings and recommendations to the Governor and General Assembly by May 2023.

• Department of Financial and Professional Regulation provides administrative support to the task force; members serve without compensation.

• Act automatically repeals 2 years after the task force submits its report and takes effect immediately upon becoming law.
