HB5407 Summary

• Replaces all references to "seating furniture" with "furnishing" throughout the Furniture Fire Safety Act to broaden the scope of fire safety regulations.

• Expands the definition of "furnishing" to explicitly include covered or uncovered pads or toppers placed on top of furniture or beds as extra padding or support, excluding mattresses.

• Adds assisted living facilities with more than 10 furnishings to the list of public occupancies subject to fire safety requirements.

• Removes references to specific California technical bulletins (TB 117, TB 116, TB 133) and instead authorizes the State Fire Marshal to adopt and periodically update rules and regulations for flammability testing.

• Repeals Section 1005 regarding the appointment of an Advisory Board under the Act.
