Amends Section 36d to change the Merit Board's power from "recommend" to "establish minimum requirements" for standards regarding hours of work, holidays, sick leave, overtime compensation, and vacation.

Modifies Section 36h to streamline the appointment process by allowing the Executive Director to accept appointments of Designated Employer Representatives from institutions, rather than appointing them directly at each workplace.

Changes Section 36h to require employers to maintain dismissal records themselves rather than notifying the Executive Director in writing of probationary period dismissals.

Adds Juneteenth National Freedom Day as a paid holiday for all officers and employees subject to the Act, as determined by Illinois law.

Clarifies that five designated holidays are to be selected by each college, university, or agency (removing specific reference to community colleges).
