HB5419 - Martyr For Justice Act

• Creates the Task Force on Murdered Children in Chicago to examine systemic causes of firearm violence against children, track data on murdered children, review policies impacting child violence, and provide annual reports to the Governor and General Assembly.

• Establishes the Martyr For Justice Project as a not-for-profit organization to engage families of children killed or injured by firearms and transform how the legal system prioritizes child murder investigations and convictions.

• Authorizes grants to the Chicago Police Department to investigate unsolved murders of children under 13 years of age and provide incentives for information about firearm deaths of children under 13.

• Amends the Statewide Grand Jury Act to allow grand juries to investigate, indict, and prosecute first degree murder of persons under 13 years of age if the State's Attorney fails to prosecute the case.

• Mandates natural life imprisonment for defendants convicted of first degree murder of a person under 13 years of age, excluding parents, guardians, or legal custodians of the victim.
