• Appropriates $19,000,000 in Fiscal Year 2023 for the Mental Health Early Action on Campus Act to be distributed to public colleges and universities based on a December 2019 Commission on Government Forecasting and Accountability report.

• Requires the Commission on Government Forecasting and Accountability, in conjunction with the Illinois Community College Board and Board of Higher Education, to recommend funding amounts for Fiscal Years 2024-2027 (and optionally thereafter) by December 31, 2022.

• Removes the provision making the Act subject to appropriation, establishing mandatory rather than discretionary funding.

• Prohibits funding any section of the Act through student fees created on or after July 1, 2020, while allowing colleges and universities to seek federal funding and private grants.

• Takes effect July 1, 2022.
