Creates the Student Freedom of Speech Act establishing that students at public institutions of higher education in Illinois have a cause of action against their institution if denied freedom of speech in contravention of the Act's findings.

Applies to all public universities, colleges, and community colleges in Illinois, including University of Illinois, Southern Illinois University, and all board of trustee-governed institutions.

Permits institutions to restrict speech only in content-neutral ways when necessary for basic functioning, including speech that violates law, defames individuals, constitutes threats or harassment, invades privacy, or disrupts classes or study areas.

Allows reasonable time, place, and manner restrictions on speech to prevent disruption of ordinary institutional activities, with exceptions to be construed narrowly.

Requires institutions to reimburse the Office of the Attorney General for three times the legal fees incurred plus court-determined damages if a student prevails in an action under the Act.
