Limits custodial interrogation of arrested persons to a maximum of 8 hours during any 24-hour period.

Defines "custodial interrogation" as questioning when a reasonable person would consider themselves in custody and the question is reasonably likely to elicit an incriminating response.

Requires law enforcement to advise foreign nationals within 48 hours of booking that they have the right to communicate with their country's consulate and to notify the consulate upon request.

Prohibits strip searches of persons arrested for traffic, regulatory, or misdemeanor offenses unless there is reasonable belief the person is concealing a weapon or controlled substance.

Requires strip searches to be performed by same-sex officers in private, with written authorization and a detailed report provided to the arrested person.
