Changes the short title of the Lactation Accommodation in Airports Act to the Lactation Accommodation Act by removing "in Airports" language.

Requires organizers of outdoor public events with 1,000 or more attendees per day to provide a designated enclosed area for nursing mothers to express breast milk in private.

The required lactation area must include at a minimum a chair and an electrical outlet and must be located outside of public restrooms.

Maintains existing requirements for airport lactation accommodations, including provisions for airports with over 1,000,000 annual enplanements to comply by January 1, 2017.
