Changes penalties for violations of the Ticket Sale and Resale Act from Class A misdemeanor to business offense with fines up to $5,000 per offense.

Prohibits primary sellers and venues from restricting purchasers' ability to resell tickets on secondary marketplaces of their choice or discriminating against purchasers based on ticket resale, gifting, or purchase of resold tickets.

Adds refund alternatives for ticket cancellations and postponements due to epidemics and pandemics: 45-day waiting period before full refund request for cancelled events; for postponed events rescheduled more than 12 months out, purchaser may request refund or retain valid ticket after 12 months from original date.

Requires ticket brokers and resale marketplaces to disclose registration status, refund policy, and confirmation that they are not the official box office before accepting payment from purchasers.

Prohibits use or sale of software designed to circumvent security measures or access controls that primary sellers use to enforce ticket purchasing limits or maintain online ordering integrity.
