HB5449 Summary

• Requires all Illinois State Police officer applicants and other law enforcement officers to pass preemployment cognitive or personality tests prescribed by the Illinois State Police or Illinois Law Enforcement Training Standards Board.

• Mandates all law enforcement cadets and recruits take the Stanard & Associates' National Police Officer Selection Test (POST) with a minimum satisfactory score of 70% on each of the 4 sections to be eligible for employment.

• Allows the Illinois State Police or law enforcement agencies to require higher satisfactory scores than 70% on individual sections of the POST examination.

• Requires all applicants in final selection process to take the Minnesota Multiphasic Personality Inventory 2 (MMPI-2) test, which must be administered and interpreted by the Merit Board or Board-approved individual and forwarded to the Director only with applicant's written waiver.

• Establishes prescheduled testing dates each fiscal year, with nonscheduled dates also available, and specifies administration procedures comply with directions from the Illinois State Police Merit Board or Illinois Law Enforcement Training Standards Board.
