HB5456 - Patient-Assisted Hemophilia Medication Administration Act

• Authorizes emergency medical personnel (emergency medical technicians, assistant emergency medical technicians, and paramedics) to assist patients with rare blood diseases in administering patient-carried medications during emergency situations.

• Permits medication administration consistent with written physician instructions, package labeling, within the scope of personnel training, or per pre-filed care plans approved by health care practitioners.

• Applies to rare blood disease treatment factors including Factor VII, Factor VIII, Factor IX, Von Willebrand factor, desmopressin, and anti-inhibitor coagulant complex.

• Eliminates the requirement for separate patient or guardian consent when emergency personnel administer the medication and arrange hospital transport with notification to the receiving facility.

• Authorizes the Department of Public Health to conduct or approve training programs for emergency personnel on recognition and treatment protocols for rare blood disorders.
