Allows investigators for the Department of Revenue and Illinois Gaming Board to elect to establish up to 5 years of eligible creditable service from prior employment as municipal police officers, county corrections officers, court services officers, or firefighters by making specified contributions to the State Employees' Retirement System.

Permits investigators for the Department of Revenue or Illinois Gaming Board to convert existing State Employees' Article service credit to eligible creditable service under the alternative annuity provisions by filing written election within 6 months of the bill's effective date and paying the difference in contributions plus interest.

Expands transfer provisions in Sections 4-108.8, 7-139.8, and 9-121.10 of the Illinois Pension Code to include investigators for the Department of Revenue and Illinois Gaming Board alongside existing categories of investigators.

Amends Section 14-152.1 to exclude benefit increases from this bill from the definition of "new benefit increase" subject to the 5-year expiration requirement in the Pension Code.

Amends the State Mandates Act to exempt any mandate created by this bill from state reimbursement requirements.
