Amends the Expressway Camera Act to expand use of expressway camera images in Cook County to investigate any violent offenses, including firearm offenses and vehicular hijacking.

Allows municipal police departments, county sheriff's offices, State Police officers, and other law enforcement agencies with expressway jurisdiction to use camera images for violent offense investigations.

Permits any law enforcement agency conducting an active investigation into a violent offense to use expressway camera images, regardless of jurisdiction.

Maintains prohibition on using camera images to enforce petty offenses and continues authorization to detect expressway hazards.

Requires Illinois State Police, Department of Transportation, and State Toll Highway Authority to work together to increase camera coverage along Cook County expressways, with funding from the Road Fund.
