HB5474 Summary

• Creates the Firearms Safety Review Board as an independent entity combining the functions of the former Concealed Carry Licensing Review Board and Firearm Owner's Identification Card Review Board, effective January 1, 2023.

• Transfers all powers, duties, records, and property from the two former review boards to the new Firearms Safety Review Board, which consists of 7 members appointed by the Governor with specific professional qualifications (judges, attorneys, law enforcement, physicians).

• Establishes the Violent Crime Intelligence Task Force under Illinois State Police to combat gun violence and enforce firearm laws, with funding from the State Police Revocation Enforcement Fund.

• Makes conforming amendments to the Open Meetings Act, Freedom of Information Act, and other statutes to reflect the consolidation of the two review boards into the new Firearms Safety Review Board.

• Effective January 1, 2023.
