Eliminates filing fees statewide for petitioners seeking expungement or sealing of criminal records when the case resulted in release without charging, acquittal, dismissal, or a conviction that was reversed or vacated

Removes the previous geographic and time restrictions that limited fee waivers to counties with 3,000,000+ inhabitants (Cook County) during the period from August 9, 2019 through December 31, 2020

Maintains the exclusion for minor traffic offenses, meaning fees are still required for those records unless the petitioner was arrested and released without charging

Amends Section 5.2 of the Criminal Identification Act (20 ILCS 2630/5.2) to make the fee waiver program permanent and applicable across all Illinois counties
