Expands drug and alcohol testing requirements for law enforcement officers to include incidents where their conduct results in great bodily harm or death to another person, not just officer-involved shootings.

Requires each law enforcement agency to adopt a written policy mandating drug and alcohol testing for officers involved in qualifying incidents, including testing for cannabis, prescription drugs, and illegal drugs.

Mandates that drug and alcohol testing be completed as soon as practicable after the incident, but no later than the end of the involved officer's shift or tour of duty.

Amends the Police and Community Relations Improvement Act (50 ILCS 727/1-25).
