Adds employees of the Department of Children and Family Services who conduct home visits to the list of positions eligible for alternative retirement annuity benefits under Article 14 of the Illinois Pension Code.

Allows DCFS home visit employees to establish eligible creditable service under the alternative annuity provisions by filing a written election and making a specified contribution.

Permits DCFS home visit employees to convert service credit previously earned as such employees to eligible creditable service through written election and payment of required contributions.

Excludes any benefit increases resulting from this bill from the definition of "new benefit increase" under Section 14-152.1, exempting them from the funding and expiration requirements that apply to other new benefits.

Takes effect January 1, 2023.
