Creates "Draco's Law" adding Section 48-12 to the Criminal Code of 2012 to protect law enforcement and service animals

Makes it a Class 2 felony to knowingly kill or severely injure police animals, search and rescue dogs, or accelerant detection dogs during the commission of a felony

Covers animals used by law enforcement agencies, fire departments, and search and rescue teams while performing official duties or training

Requires convicted offenders to pay veterinary and medical expenses for injured animals, plus purchase and training costs for replacement animals if the animal is killed or can no longer serve

Provides an exception when the animal was deployed against a person in violation of the agency's use of force continuum or policy
